Panelists' Bios: 

Kristine C. Gorman, Vice President of Business Development for Transportation in the Northeast Region at Parsons Transportation Group (PTG), brings over 20 years of experience in project management and architectural design. She holds a BSc in Interior Design from the University of Bridgeport in Connecticut and has completed graduate studies in Architecture at Boston Architectural College.

PAUL J. TYRELL, PE, PLS, LEED AP, DBIA is an accomplished professional engineer and professional land surveyor with 35 years of experience in land surveying, project management, design, and construction management. He holds a Bachelor of Science in Civil Engineering Technology from Wentworth Institute of Technology. Throughout his career, Paul has demonstrated technical expertise in civil engineering, boundary and subdivision control law, easements and property rights issues, environmental permitting, hydraulics and hydrology, and trenchless technologies.

STEVEN A. TORRES, Esq., brings over 20 years of extensive experience in municipal law, specializing in construction and public-private partnerships. As a project advisor and chief legal counsel, at West Group Law, PLLC he has managed projects exceeding $1.5 billion in value across various sectors, including utilities, water and wastewater, transportation, building construction, and renewable energy. His profound knowledge of state, federal, and local regulations encompasses zoning, land use planning, and building and environmental permitting. His expertise extends to state and federal regulatory permitting, enforcement, compliance, and litigation, with significant work under the Clean Water Act, Safe Drinking Water Act, National and State Environmental Policy Acts, and the Comprehensive Environmental Response, Compensation, and Liability Act, among others.
