As environmental regulations continue to evolve, project owners, construction managers, consultants, designers, and contractors must understand how these changes can influence project planning, permitting, design development, risk management, construction activities, and overall project delivery. CT DEEP staff will discuss key updates to cleanup regulations, explain how they may affect both public and private development projects, and provide practical insights into regulatory compliance strategies.
This interactive session will also provide an opportunity for participants to engage directly with CT DEEP representatives, ask questions about project-specific challenges, and gain a better understanding of how environmental cleanup requirements may impact current and future projects.

Diane Duva, Assistant Director, Remediation Division, CT DEEP
Diane has worked for the CT Department of Energy and Environmental Protection (CT DEEP) since 1992 and currently serves as Assistant Director of the Remediation Division. She has conducted hazardous waste field inspections, implemented enforcement actions, supervised environmental cleanups, developed regulations, coordinated brownfields, written soil and cleanup policies, developed sustainable materials management legislation and programs, directed energy efficiency programs, and managed the State Emergency Response Commission. Diane graduated from Brown University and earned a master’s degree in environmental management from the Yale School of the Environment and a Professional Certificate in Geographic Information Systems (GIS) from Michigan State University.
Monica Meschiatti, Environmental Analyst, Remediation Division, CT DEEP
Monica Meschiatti is an Environmental Analyst in the Remediation Division of the Connecticut Department of Energy and Environmental Protection (CT DEEP), where she has served since 2019. In this role, she plays a key part in coordinating efforts for the Significant Environmental Hazard program, leading the implementation of the Release-Based Cleanup Regulations (RBCRs), and generating critical performance metrics for the Division. Prior to joining CT DEEP, Monica worked in an environmental laboratory, analyzing groundwater and drinking water samples for essential chemical parameters, including nitrates, phosphates, and sodium chlorides. Monica holds a bachelor's degree in Sanitary and Environmental Engineering from the Pontifical Catholic University of Campinas, Brazil. She also graduated from the Agronomic Institute of Campinas, Brazil, where she earned a master's degree in Agri-environmental Resources Management, with a minor focus on the probability of extreme weather events and their effects on long-term hydrological trends.
Carl Gruszczak, Supervisor, Remediation Division, CT DEEP
Mr. Gruszczak has been an Environmental Analyst with the Remediation Division of DEEP since 2008, overseeing investigation and remediation projects in northwestern Connecticut and is now the Supervisor of the Northwest District. Prior to his employment at DEEP, he was employed as an environmental consultant. Besides his supervisory role, Mr. Gruszczak serves as the Remediation Division’s vapor intrusion expert. He has also been involved with writing the 95% UCL guidance, working with a workgroup on background guidance, and serving as the ITRC State Point of Contact. Additionally, he was a key contributor to the Wave 2 RSR revisions and the subsequent RBCRs development. He graduated from Rensselaer Polytechnic Institute (RPI) in 1993 with a B.S. in Physics and a minor in Geology. He attended two years of graduate school at RPI, enrolled in the Geophysics program.
