Connecticut Department of Transportation – Transit‑Oriented Development (TOD) Program

The Connecticut Department of Transportation’s Transit‑Oriented Development (TOD) Program is a statewide initiative designed to strengthen the economic vitality, livability, and long‑term sustainability of communities served by Connecticut’s transit network. The Department is currently in the process of selecting a developer for the Stamford Transportation Center TOD/Joint Development project and studying the potential for TOD at 19 other state-owned sites adjacent to commuter rail and CTFastrak. 

Please join us for a presentation by Deputy Commissioner, Laoise King, and Juliet Burdelski, Transit Oriented Development Officer, as they share insights into the TOD Program and future projects on the horizon.


Our Presenters: 

Laoise King, Deputy Commissioner

Deputy Commissioner King is an experienced professional with decades of earned expertise in both public and private administrative and leadership roles. She has represented the public parties in dozens of public/private development projects, in which she participated in all stages of the solicitation and selection process, participated in the negotiations of the terms of the transaction, and the drafting of Land Disposition Agreements. Deputy Commissioner King has held such leadership positions as the New Haven Public Schools’ Chief of External Affairs and Chief of Staff to the City of Norwalk. Deputy Commissioner King maintains a wealth of experience in leading and managing projects and agencies of impressive size and scope. She is committed to her role in overseeing the growth and success of Connecticut’s intermodal transportation network and the communities it serves.

Juliet Burdelski, Transit Oriented Development (TOD) Officer


Juliet Burdelski is a public policy and urban planning professional who has worked in the public, non-profit and private sectors to advance market-based transportation and economic development projects at the local and state level for over 30 years. In various roles including as a municipal economic development director, grant manager, and a redevelopment advisor, Ms. Burdelski has expertise in all phases of site development from project conceptualizing to site reuse planning and project management. She also has skills in brownfield site reuse analysis, real estate feasibility analyses, stakeholder engagement and creating and managing effective public private partnerships.
